A Theory of External Multiplier Effect

摘要

This paper attempts to develop a new analytical framework for us to think about macroeconomic effects of oversea public investment. More specifically, China has already invested approximately one trillion USD in infrastructure in the Belt and Road countries since 2013. Could this investment in external markets eventually lead to an increase in China's GDP by more than one trillion USD in the long run? If so, we refer to it as the "external multiplier effect". To shed light on such important questions, we develop a theoretical model to explore under what conditions the external multiplier effect would hold and how the mechanisms work. We argue that this is particularly policy-relevant for the economic growth of large countries in the global geopolitical context. Implications from the theory are discussed for the recent Belt and Road initiatives advocated by China and the Marshall Plan by US after the Second World War.

王勇，北京大学新结构经济学研究院长聘副教授、副院长，新结构经济学研究联盟秘书长。曾任职于香港科技大学经济系与世界银行。芝加哥大学经济学博士，主要研究兴趣为经济增长、产业升级与产业政策、宏观发展、中国与印度经济、新结构经济学。在Journal of Development Economics, Journal of Monetary Economics以及《中国社会科学》《经济学（季刊）》《世界经济》《中国工业经济》《金融研究》《数量经济与技术经济研究》等国内外权威期刊上发表学术论文将近60篇，出版《新结构经济学思与辩》《产业政策：总结、反思与展望》等八部著作。荣获2020年教育部第八届高校科学研究优秀成果一等奖，2018年首届张培刚发展经济学青年学者奖，香港科技大学商学院Franklin最佳教学奖。主持或参与多项教育部重大攻关项目、国家社科重大与重点项目、国家自科重点项目，以及中财办、国家发改委、商务部、中宣部等多部政策课题，并获得党和国家领导人批示。曾应邀在联合国总部、联合国工业发展组织、世界银行、国际货币基金组织、亚洲开发银行、美国联邦储备银行、美国财政部、美国国务院等政策机构宣讲相关学术论文。
