Save the Unsavable: The Impact of Catastrophic Medical Insurance on Forgone Healthcare in China

摘要

Forgone healthcare use is commonly believed to threaten public health and individual well-being. This study examines the impact of China’s Catastrophic Medical Insurance (CMI) scheme on forgone healthcare use among older rural and urban residents. We find that CMI significantly reduces forgone care, particularly that caused by household financial difficulties, and that this effect persists over time. CMI does not lead to substantial moral hazard or changes in realized healthcare use, but it lowers health risks, reduces out-of-pocket inpatient costs for high-risk individuals, and promotes more cost-effective use of healthcare services.

张亿，中央财经大学人力资本与劳动经济研究中心副教授，于2020年获得荷兰蒂尔堡大学经济学博士学位。目前研究兴趣为健康经济学，劳动经济学和教育经济学。其研究发表于《Journal of Health Economics》，《Health Economics》，《World Development》，《China Economic Review》等。
