邢凯，金融学博士（英国诺丁汉大学），中国科学院数学与系统科学研究院博士后，现任南昌大学校聘教授、硕士生导师、金融学系主任。入选江西省“赣鄱英才计划”创新高端人才项目。兼任中国金融学年会理事、中国系统工程学会金融系统工程专业委员会理事等6项重要学术职务；担任江西产业金融发展研究院执行院长、南昌大学智慧金融决策与产业应用实验室主任、长江经济带研究院高级研究员、江西省普惠金融专家咨询委员会专家、江西省金融研究智库专家等。同时为数字金融国际年会发起人兼秘书长，并担任 International Review of Economics and Finance、Emerging Markets Finance and Trade 等6本国际期刊的副主编、领域主编及客座主编。曾就职于中央网络安全和信息化委员会办公室国家计算机网络与信息安全管理中心。

04讲座摘要

This study examines whether air pollution affects telecom fraud, a pervasive form of digital financial crime. Using 82,054 city-day observations of telecom fraud reports in China, we find that worse air quality significantly increases reported telecom fraud cases. Economically, a one-standard-deviation increase in the seven-day moving average (daily) AQI is associated with a 17.8% (10.8%) increase in reported cases.  The results are robust to weather and demographic controls, more stringent fixed effects, and alternative count-data models. Additional identification test based on lagged air pollution yields similar estimates. Our findings is consistent with a victim-vulnerability channel. The effect is stronger for fraud schemes that require greater information processing, financial judgment, or responses to authority-based pressure. It is also stronger in less developed and less mobile cities, and when local pandemic-related psychological stress is higher. These findings reveal a hidden social cost of air pollution in the digital economy.
