This paper studies timing decisions between an uninformed principal and an informed, biased agent. A key asymmetry emerges: when the agent favors late exercise, communication is highly effective. Time's irreversibility acts as a commitment device, making centralization optimal. Conversely, when the agent favors early exercise, communication is inefficient as the principal is tempted to delay. In this scenario,delegating authority can be superior if the agent's bias is small. The direction of bias, therefore, critically determines whether centralization or delegation is the preferred organizational structure for dynamic decisions.
